California AB 1228 Delayed: Bill Proposes Joint-Employer Theory of Liability Between Franchisor, Franchisee in CA’s Fast-Food Industry

When the controversial FAST Act was signed into law last year, lawmakers removed bill language that would have made franchisors jointly liable for working conditions in restaurants owned and operated by franchisees. That idea came roaring back this year, in the form of a new bill, AB 1228, which is now on hold. The CRA and many other business organizations, including franchisees and franchisors, oppose AB 1228.

Monterey Park: Cooking to Heal

After a mass shooting in Monterey Park earlier this year, the owners of Traditional Guilin Noodles lost some of their regular patrons, who also patronized the dance studio next door, where the shooting occurred. Six months after the tragedy, its memory lingers. Recently, the restaurant was one of several in Monterey Park to receive a grant from the Restaurants Care Resilience Fund, a program of the California Restaurant Foundation.
