AB 2586 by Assemblymember Gatto would have prohibited valet parking services in a business district that currently can use available parking spaces regulated by a parking meter, as well as the use of passenger loading and unloading zones. Consequently, this bill would have severely limited many restaurants in California that provide valet services to their customers.
Local jurisdictions already have in place ordinances and programs regulating valet parking services. We believe maintaining this flexibility is the best approach to local parking and business needs, making it unwise to force a statewide one-size fits all approach to issues of parking.
After multiple meetings and points of objection from the CRA's government affairs team, the author amended the bill to strip-out the valet services provisions. Because of these amendments, our position on the bill has been upgraded to "neutral."
